This depends on a number of things. It's easy to get traffic for nothing if you know the right services to use. Also, if you get listed in search engines, you are not paying for the traffic they deliver to you. There's no point spending huge amounts in PPC to get 10,000 visitors to your site.
That's the best way to do it. Start of with a small investment that you can afford and once you start making money you start putting about 50-75% of it back into the business. Once things pickup you can slightly decrease the amount that needs to go back into the business. If you plan it this way then you will not be so worried about things like "ummm, should I or should I not spend $200 of my own money advertising on this site" Although you still need to invest your money wisely that you put back into the business, at least you won't be so worried if you do a mistake and find that you spent it slightly the wrong way. I normally use percentages aswell when investing money back into the business.

$10,000 globally or monthly ? If globally, for me aprox. $450, without counting many, many, many hours developing, promoting, ... that site.
Hahaha. When I first saw the initial post, I assume it was 10K visitors a month. But now that I think about it, it's totally unclear what the poster means. I guess the poster and the readers psychologically think alike.
It all depends on what type of traffic you are after, where it comes from, how much your keywords cost, and a bazillion other factors. Long story short your question is to vague to answer with anything other than anywhere between free and a lot.
My answer remains the same: other than server costs, $0 Good, original content and creative marketing are all i've needed.

I spend $0, and like many other people I use digg to get visitors. I also try to get more searches by optimising my site. I read somewhere that people who come from searches tend to click on ads more. Free is always best.
Well said, do free link exchanges - get a high PR/write content/stand out/do something different- these all help traffic. Dont bother with adwords .

i do not spend any money on it just for server and domain, and i am sure you can get 10 000 hits without any money invested; just some brain think about two days about your niche and make it viral.
Yeah as John269 says the niche is important. If you do a site on a popular subject it will be a lot easierto get 10000 visitors than on a site where 10,000 may represent 50% of the market (then you'd have to spend big to get that 50% I guess).
I never use money for buy traffic to my site. The Spending for me is hosting&Doamin Fee. (except spend a lot of time for update/SEO) for my sites.
i am running a small site so no chance of hitting 10,000. domain, hosting. content, seo cost $125 till date.
