It varies from country to country. Some have $0 spending limit, some has a fixed accumulative limit of $500 while some allows up to $500 a month. Log into your account and click on 'Limits' and you should find the necessary information in there.

There are other ways to increase the capability of your account and i'm happy to offer more advice but it's critical to know what country, as PayPal's regulations and terms vary widely due to security and regulations that change state to state.
With you name sounds to me you are an India, hence have descent limit for outgoing funds even if you are unverified but there has to be some funds in your account to spend...init? Otherwise if you have credit card associated to PP it will take the funds from there but as u seems like dun hv CC too. So depends upon hw much balance you've got on your paypal account!
I think nothing! you can't send anything with a unverified paypal as I tested it! You can use a Debit card to verify your account. It's easy and quick.
In the U.S. $0 You can ask them to send you a check, which takes 1-2 weeks, & that's limited to $500 per month. I went through it months ago because I signed up years ago with a prepaid credit card which expired and doesn't exist anymore. I ended up needing to get a bank account.
