Ok, the question here is: Are you wanting to learn Web Design (the actual design aspect of it) or Web Development (HTML/CSS/JavaScript/PHP/Rails/.NET/ect.)?
Design is now connected with development. It's hard to get only designing job nowadays. Going on, I recommend starting with HTML and CSS It depends on your talent and how hard-working you are to estimate how much time you will need for it
I recently got back into web design after a long hiatus and read the Head First HTML5 and CSS (2nd Ed.). It really helped me learn and remember the concepts; I find the way they mix in illustrations and goofy humor keeps their books from being dry and technical. I also agree that w3schools.com is a great resource.
Like other's have said - you're obvious steps in learning web design is HTML and CSS. This could be done by using Notepad (or downloading Notepad++) and reading W3schools website which is pretty decent in teaching web standards. Another more hands on method is going to a site called Codeacademy. This website walks you through web design with an hands on web interface. It also teaches javascript and python if you want to further your learnings to HTML5. Hope this helps. - The Internet Marketing Kid
