2% is great. For search networks, CTR holds the maximum importance, much more than the relevance of your keywords , ads and landing page!It directly reflects your CPC.
2% to 3% CTR is considered as good and I think you are doing good there. Remember to add negative keywords, which will again help to boost your CTR and overall campaign performance.
CTR depends very much on the type of site you have. For forums, the CTR you have is very good. But for some other site, such CTR will be considered as low CTR. Anyway, you should try different ad units and place them in different places in your site. See which one gives you better CTR.

If I am not getting 5%+ CTR (adwords) on keywords I pause and re-evaluate. One of my campaigns was getting 10-12% for all keywords in my adgroup and very cheap cost per click, those numbers are based on search only and not content network! I am happy with those numbers
