The number is not the factor. Please care about the following points - 1. The PR of the linking page 2. Whether the linking page is OnFocus or OffFocus. 3. The number of the outgoing links on the outgoing link pages 4. The quality of the incoming links directed at the website of the outgoing links.

internal links are link between your site.. so it depends on the number of the pages of your site.. but it doesn't you have to include it on your homepage.. maybe just the major categories..
A little more then your competition... a little more quality links that your competitor have. When you target a keyword you also observe the websites that ranks for that keyword... so just make sure your exceed them in every area & by every means.
As much as you care for the amount of links you should know that the most important thing is the quality of the link and the site it is coming from.
i really don't see how internal links on a website matter. unless you're talking about outgoing links. o.o if so you might want to keep those down. the less outgoing links the better.
Try putting 2 outgoing links in every article pointing to a high PR website like wikipedia or something like that

I think as long as the link points to useful and related stuff within your site, I think that would be okay. The idea is maybe to limit to about less than 10 and not overdo it.
