There isn't a hard and fast rule. You often hear that you should keep it less than 100. However, I think you should design your internal navigation so it makes sense. Have your home page link to the second most important pages on your site. Have the second most important pages link to the next level and so on. I would avoid linking from every page in your site to every other page unless your site is very small.

I have replied the similar question few hours ago. According to google guidelines you should include 100 or less links per page. If your website contains lots of pages then create sitemap for all the urls. The sitemap help search engines robots to index all the pages.

I tend to think the less the better. I've read that anything over 7 has more chances of confusing a person.

Thats why I stick to a max of 7 buttons/links in a row. 7 menu items for example. I haven't tested adding links in blocks of 7 (with gaps inbetween) but I think it would be interesting.

I have heard that anything more than 50 triggers a flag with google, I guess it also depends on what type of links they are, if you have 20 footer links that might cause a problem as opposed to 30 in content links.

The 7 items rule is only due to short-term memory. Anyone can remember ("store") between 5 to 9 items in her short-term memory. That's why a design rule is not to have more than 7 items in any (sub)menu.
But if you put your links within a paragraphe for instance, each link being a part of the text, there's no need to limit yourself to 7.

inner links aren't really problematic it's outbound links to external sites that cause problems.

Is Google going to dictate how we design our web sites? Do we ignore the key point of providing best possible user experience to our visitors?

As far as I know, Google wants you to design your site to to please your visitors in a balanced manner not search engines.

It's subjective to what your site does and offers. The Google guidelines recommend under 100 outgoing links most likely based on the average website.

if you have lot of pages to link to, it would be ideal to devide the links within categories and subcategories. use the category link on a page, then under the subcategories, you can link to the remaining of the inner pages. also, make sure you take advantage of sitemap to link to all of your pages. you can also link to the sitemap from your site navigation
