A real decent person will cost you around $250 a month, give or take a little. That should be enough to get you where you need to be for your blog. And yes, most accept existing blogs.

Sorry for the very blunt answer, but yes. If you invest $250 a month into a real SEO professional, expect to be earning those costs back within 3-4 months, maybe sooner depending on how hard your employee works.
