I dont mean any of the graphic stuff and so on. I could do that myself. But i mean the database idea. Please give my concrete estimates. Thanks.

you can build a site like ratemyprofessors.com using a program like Red Queen, which is a product review script that can be used to profile people. but as azizny points out, you can't really achieve this kind of thing using a really cheap program. if you need to be able to do things like look up all professors within 20 miles of a given zipcode then that's the kind of thing a cheap solution just won't be able to handle.
What you could do is go on a freelance website and post a project (scriptlance.com, getafreelancer.com, etc.) and see what other programmers bid. It's free to post a project as you can always cancel it if you don't find a programmer, but you'll be able to see what other programmers estimate the cost will be.
