what do you exactly mean by maintaining? When I had a proxy network, I just paid server fees, thats it. Are you hiring someone to take care of your servers?
First of all, I don't think you need to hire someone to take care of servers, even if you are noob in server administration. Secondly, server cost depends on size of Proxy, I mean how much traffic you are getting per month, For a start, you can buy a VPS for $30-$40 per month. One thing most important, before buying VPS, make sure that the company allows Proxies and do they count both Inbound and Outbound bandwidth as your total bandwidth. If they do so, don't pick that host. Hope this helps.

I will recommend you not to run proxy sites on server where you have your serious websites hosted. Proxy is bad as shit for servers, they can screw up servers any time. If you are running proxies on a separate box, then you don't need to worry about security etc

For VPS yes but I'm pretty sure no matter what proxy you use, you will max out ram before you max out bandwidth. If you get a dedicated, the port is full duplex. thewird
