I agree with you that quality is important, but is that true to get PR2 online need 1 PR2, so If i want to get PR4 I only need 1 PR5?

 

Well, i own domain name called birja.jobs and you know what? google gave me PR3 in 2 weeks, i didn't work on this project yet, will launch in august and will gain backlinks at the end of the year. Nothing with backlinks i think.

If you have great on page seo you do not need as many backlinks. IE good seo on page need 10 backlinks--bad on-page seo need 100 links. Variety is best--only 20-30% on home page--most should go deep.

I do not agree with you .Google has their own algorithm for this.Only backlinks are not necessary to increase page rank.There are many other stuff,you need todo to increase page rank.

 

My site has PR4 with 600+ backlinks, 0 .edu/.gov/.org backlinks.

 

I think about 100-200 backlinks

Get one Page Rank 2 .edu or .gov linking back to your website. Then you have PR2.

 

PR depends on the content quality, backlink quality and number of back links... the list is as per the priority order so the content quality is most important factor to earn PR
