I don't think you should invest much into it. It's not a high page ranking site.. I wouldn't invest anything to be honest on a site with little recognition, no matter the domain name.

I think you can post certain articles,it is quickly indexed before other sites you get some PR soon,so value of the domain is increased

I think it would be fairer to say that Google has a love relationship with websites that are, unique, high quality, high relevance, but not their domain extension.
I'm sure .edu links is more worthy than normal links but it shouldn't be taken fast, build naturally to get good result.
.edu domains just tend to have lots of backlinks pointing to them, so do .gov domains . It's because they offer lots of important information interesting to many. So I don't think that's a specific bias on helhalf of the search engines. If it's a university, school or research institute that can count on lots of backlinks in the future, I think he should go for it.
I think a 'true' EDU link can be really valuable. In the US for example, an organisation has to satisfy certain criteria to register an EDU domain, whereas in Poland anyone can get one so they cary much less weight
