I've seen sites with regional listings sell for as little as $50 - but some editors will remove a site that is being offered for sale so you have to be careful about buying a site that uses the listing as a selling feature.

You want any category, or a particular category? A hosting listing is going to be a lot more than a regional listing for an obscure cateory. I wouldn't suggest buying a site and then changing its focus and requesting a move to another category. I have dmoz sites and I don't even want to put in for a description change within the same category - and I'm an editor. Anything you do to call attention to a current listing increases the chances of it being removed.

There are a lot of dmoz listed sites that expire every month - so if you can find one in the category you are looking, you might be able to pick it up for next to nothing.

As mjewel said, it really depends on the category. As to expired domains, their PR drops to 0 when they expire, so you're right. If you can buy an active site, for a good price, and the domain's registered date continue to be old, you have a better deal.
