Well you should submit to as many as you can by your self without using any software. For some of my sites I am doing around 50 a week. You should use 3 or more different anchor text that are simular to the keywords you are targeting so it looks more natural and google does not get mad lol.

I also agree taht new directories are sometimes better than high ranked. There are some exceptions, and you can find also some very well ranked old directories. How many directories? As much as it is possible. But you have to combine with other techniques.

And I guess, you can submit between 5-20 directories each day, to be able to get 200-300 submissions each month which can help you attain a long term value for you site.
