    yes site content & design are very important for SEO. All pages shud have proper navigation they shud interlink in proper way.

    And you can't ignore proper on page optimization. These are factors those effect lot.......................

    Other factor you cud take that is traffic coming to ur site. You shud concern more about quality of traffic instead of quantity...................
