depends... Server hardware can host tens of thousands clients "without problem" depending of clients. One client can overload any server, the same about network - blogs and streaming are too much different. About options - Plesk has different license types but if you will have more than 5000 clients on this server you probably will be unable to backup them or migrate to another server without about a day-two downtime (in ideal case)
It depends on the web sites contents and web sites traffic. Just add new web sites to your server and monitor the server status each day.
Like mentioned above, it could be one site, it could be 10,000. I have servers with 5,000 sites with lower specs than that, and have servers with a handful of sites. It all depends on the types of sites and the amount of traffic they get.
You could host thousands of personal homepages, but high traffic resource hungry cgi proxies, maybe only 10
