I think one pr8 backlink can give a site pr4 easily. get 20 pr4 backlinks, and your site is also pr4.

depends on how many outbound links the pr4 links have?! But if say theydidnt have many and your homepage was the only link they linked to, then i would say 3 or 4! My website has many inner pr3 pages and this only comes from homepage links, the homepage doesnt link to any other site!

They wont affect anything, except getting your site indexed... You need alot more than that, according to my referal website further above...

Yes context matters. Googles algorithm definitely takes into account the theme of the site giving the link. If you get a link from a james bond fan site or a tech gadgets site to your spy gadgets site google sees it as more relevant to the keywords you will be targeting than if you get the same links from say a hip hop music or rabbit breeding site. Thats not to say all links arent welcome. The only links you should avoid are from "bad neighbourhoods" such as porn & gambling type sites.

Depends on the OBL of the PR4 pages you'd be getting backlinks from, how long they've been PR4, so much, it's impossible to tell, you don't just need quaitly when it to comes to PR, having a load of low-quaitly backlinks helps improve your pagerank.

Many factors are put into play, when it comes to Googl, as @DalCun mentions, context matters from the site, you are getting links from... More relevant site your links are coming from, the more linkjuice you´ll get out of it..
But always remember, great and unique content is key for your site, cause usefull informations makes people want to link to you, and Google loves new information.. ;-)

Quality in front of quantity... Always...

So yes, if you have relative backlinks to your site, you will see better results, and double craplinks from not relative site, less work, more results ;-)
But as always, everything depends on your competitions and how Google´s algorithm is... But what I´m saying, is just my own experience for my websites...

I've seen a site gain PR 5 out of one PR 7 link. But I've also seen sites that don't get past PR 2, even though they have several PR 4 backlinks.

I guess it also depends on the amount of outgoing links the page has, not just on the pagerank.

The site has good info but you alway have to take in consideration if the site had links out beacuse is worth it to have a pr 7 link if whta site has 80 links on the page with shit content.

Lol, Rudi. Did you even read the page you are linking to? It says (if you look at the table) that 0.5 PR8 link will cause a PR4 site, and that a full PR8 link will make it a PR6 site. :)
Why post a link to an article you disagree with? I suppose you are just rambling...

You just cant rely on PR4 links solely. Youll need some higher PR links (and some lower) as well.

Quality is more important than quantity.
To get PR4, one quality backlink (PR9) is enough
