When someone obtains links using forum posts, directories and article submission, he would obtain only PR0 links (low quality links). In some niches it is difficult to obtain higher PR links without link exchage or paying for links. I wonder how many PR0 links are too many? (if you know that you don't have any link PR1+)?

Don't judge links by their toolbar pr. Their actual pr may be more than 0 and they are still useful (especially in vast numbers) as long as they are from relevant resources

PR0 will not give you that much but those site with PR0 from forums and article directories will soon acquire PR...so the more the better at least there will be possibilities that lots of those sites that have you link will eventually have there PR...
I think all of them, if every PR0 site that exists linked to your site I'm sure something odd would happen, but untill then keep getting those PR0 links, most will grow into higher PR.
