How Many People in INDIA Speak Fluent English, Any idea?

As a British person working in India, I would say this is about the most accurate answer. In my company of 200 people, all of them have functional English, ie. you can understand them to some extent, but none of them are fluent like an American. The problem comes because they have trouble understanding and comprehending English. When ideas are explained, they are not able to visualize it like an American could because it's being explained in a second (or even third!) language.

I'm desperately seeking a content writer / marketer to work in my team and have interviewed close to 30 people who claim to have good English but it still contains grammatical errors, errors in the tenses, errors in the articles etc.

On the other extreme my maid has no idea what I'm saying and she doesn't speak a word of English.

So the fluency rate depends on how you look at it. Understandable: around 30%, Fluent (like an American): around 1-2%.

This is just based on my 2+ years of living and working in India.
