Its not depends on ip. Paypal allowed 2 accounts/person. One is personal paypal account and another one is premier/business paypal account.

There is no need to be afraid of your brother opening a separate paypal account for himself, from your home PC as long as you both are able to provide Paypal with different/separate individual identity proofs! :)

Paypal a/c is not tied to IP address. But make sure other a/c have different financial details and must have documents to authenticate its validity. Paypal or its security software may limit your a/c anytime, so be prepare before hand when it comes to money.

There is no limit of number of accounts per IP, PayPal operates on basis of people identity and not on IP. But yes you can have only 2 accounts per person.

    Thanks

But don't transfer money in between accounts on same IP because PP limits accounts when you do this.
But if you have everything correct then you can do it. :)

you can use unlimited accounts on the same Ip with the same name if it is not verified.but if it is a verified one pay pal allows only 2 accounts for person.personal, premier or business.you may create many but if pay pal catches you i eats away your money.

    thanks,
    vamshi

IP has got nothing to do with paypal account limitations even for the verified ones. You can co-share your PC with anyone with PayPal account anytime.

u can have 2 accounts personal and business paypal account. IP is not an issue. Digital_shubhi is right don't transfer money in between accounts on same IP becoz pp can limit accounts.
