Here's my question in detail: How many links from pages with page rank 0 does my page need to have in order to get page rank 1 page rank 2 page rank 3 From what I know, I need about 100 PR0 for a PR1, but I just wanna check and also for 2 and 3.
It could be 1 or it could be 1000@s. PR0 is what they are now, but when the next update is calculated they could be PR1 or PR9
I mean, page rank 0 now. and still page rank 0 after the update. I'm talking about pages with page rank 0 that don't have any links coming to them(so they will still be page rank 0 after the update). How many of does are needed for pr 1,2 and 3?

That's a hard question if you ask me. Since Google PR are decided by Google and the logic behind who knows it is the founder itself. Until now we still don't have the data for the exact number. That's why it's very hard to answer your question, unless you get VIP pass to meet and interview with Sergei (One of Google owner). IMHO. CMIIW.
Sometimes one link is enough to boost the websites PR scores which at other times, hundreds of links could be required before Google reports any updates.
Gosh! I wished just one of the PR0 sites I got backlinks from would turn to a PR9 or at least PR8. LOL
That depends how many external links are on PR0 page, age of the page and possible many more factors.
There is no definitive formula. Don't be so worried about building PR- build quality links to your page and don't worry so much about PR.
Its really hard to predict Page Rank because Google has not released its official algorithm for ranking websites. We do know however from experience that you need multiple aspects of proper SEO to get a better page rank. This includes increasing links to your website from others and making sure you update your content frequently.
