Hi, how many outbound links do you have in one page? Will having 12 outbound links in my index page cause my pagerank to drop? like say from a 3 to 2? it will be great if any google experts can help me with this question.
The PageRank on your index page won't drop no matter how many links you got on it, but it could affect the PR of your internal pages.
12 outgoing links on a page are not going to affect the PageRank of your page. PageRank is determined by quality and quantity of incoming links, not outgoing links.

Huh? Well anyway. Too many outgoing links from one page looks spammy. Matt Cutts himself also suggested to keep it below 10. And I wasn't talking about PR.
Where exactly did he say that? Link? And in what context, if he said it at all? I repeat: How many outgoing links do you see on an average DMOZ or Yahoo Directory page? How badly hurt are they by more than 10 outgoing links?
If you are so much concerned, mark all those outgoing links as nofollow. You are then nice in search engine eyes.

Your problem is the number of links in one single page as you mentioned earlier. So i am saying increase the number of pages and reduce the number of links in each page.
There isn't a problem. He has 12 outgoing links. What do you think that's going to do? Nothing. Just leave it as it is. You're fine.
LOL.. some popular sites like DP,digg,etc have 100's of outbound links on the homepage. So, it doesn't matter.
On one page (sig link #3 below), I have nearly 130 outgoing links to other pages within my website. When the home page has had PR5, this page has had PR4. When the home page has had PR4, this page has had PR3. It is obvious that the nearly 130 outgoing links are not killing this page's PR.
"How Google recognizes what is paid what is not paid link?" They usually can't unless you're using a service like TLA...
