Hosting directly impacts the site loading speed, and lesser the loading speed higher the bounce rate will be and search engine bots will give lesser priority to our site in crawling, indexing and ranking. I do agree that hosting plays a role in the success of SEO, but doesn't it also come down to the person who's choosing the hosting? No host is perfect, but choosing the best host is a responsibility of the user hosting. If they choose a bad one, then they should leave it and research the next best thing. I also believe that having the best host is not everything if your server is not properly optimized, such as optimizing your GTmetrix scores to the full effect.

I believe you should always host your site, in the same country as the majority of your target audience or userbase. The word cloud has quickly become just a buzz word, or advertising gimmick. For most people, the word "cloud" means nothing more then "online", so there are websites offering standard vps / shared hosting, promoting it as "in the cloud". Dedicated IP for everyone would be great -> but you have to understand that most people want hosting per month for lower then what a dedicated IP per month costs. So for the average user, this is not a possibility. But it should be seen as a necessity for real business, e-commerce platforms, and possibly any site that is earning enough to justify the expense.
It does affect SEO - but it's not about the host provider's reputation, it's more about the speed of hosting and if you're on shared hosting, it's about what other sites are hosted on that IP address. So if there's lots of spammy sites on the IP, you're site is at risk of being lumped in with those lower quality sites.
