How many max. external links?

In your experience wich is the maximum number of external links you should look at in a page where you want to place you link?
Example a PR7 page with 20+ external links can give you something useful or is it equivalent to a PR5 page with 5 external links or such?
Do your position in the link list count? I mean if you are 1st of 30 external links in the page will give you the "full juice" or it doesn't matter much since the page as 30 ext links overall?
And what about internal links? Do they count somehow toward this (in my experience they don't... we've been trasfering our PR6 > PR5 to a site wich was the first external link after over 100 internal links).

Any suggestion and experience sharing will be much appreciated to evaluate how to better invest 250$/month for a site wich is already PR6 (we were looking for PR7 but I don't know if the budget is enough).

So the question is again, for example, how many max external links should a PR8 site have to bring your PR6 site to PR7?

    Thanks in advance.

I suppose you are able to get a link from a pr8 page when saying pr8 site..
If so then that pr8 page should have 7 links or less in order to lift your pr by 1 according to the pagerank formulas posted in wikipedia: http://en.wikipedia.org/wiki/PageRank
No matter if those links are pointing to internal or external pages. All links count.

    Thanks DoOoM for your feedback.
About internal/extarnal links counting toward external PR passing, I had different experience... anyway the <7 links is an interesting indication to me.
    Thanks.
