It depends on many factors. Normally the higher PR the links pointing to you the more juice that will be passed and the less links you will need. However, many factors play a part. How many links you have, the PR value of each link, and if Google will credit the link all play a factor in your PR. For example if you have a PR7 link from an authority site, that is worth a lot of PR juice. However, if Google comes along and finds that they have sold links for PR, even if you did not buy the link, Google may devalue it and make it worthless. For those reasons, nobody can tell you the number of links you need for a certain PR.
The number of links don't really matter anymore. Google usually values links that have quality, ones from high PR and credible sites. You can have less than a hundred backlinks and still have a high PR just as long as your links are from quality sites.
Unless you're selling PR or links then PR really doesn't matter. You should focus on getting your site higher in the SERPs. You do this by optimizing your pages for your keywords then getting back links with those keywords.

I wish there was a specific answer to this question. Anyways, number of links required to get PR, rankings is not fixed and it's determined by Google. However, you should concentrate on quality instead of quantity while building links for your site.

it is impossible to calculate exactly, however the more links you get from sites with high PR the more likely your PR is to go up. I know that sounds simplistic but there is no magic way to beat the system without engaging in illegal practices, it just takes time, effort and hardwork.
