Anyone knows how many backlinks can be built within a period of time (e.g. 1 week, 1 month, etc.) such that it will not be punished by Google?

I dont think there is a mentioned limit. We can rather use our common sense on that.

It depends how natural they are... from what type of websites they come from.

There're no limit but dramatic changes on your backlinks on short period of time will be detected by google.
Just make it natural and increase it slowly.
ie first day add 10 backlinks, second day 12 backlinks, third day 14 backlinks, make it slow

I think Google punishes you when you get high PR theme related links within a short period of time.

For instance, you getting 2000 theme related backlinks in 15 days may lead to Google Punishment.

I would like to hear your opinion about it.

I'd disagree on that. There's no specific limit but a sudden jump can set up a flag with the algorithm. You'll can check out this article : Google Backlinks

200 links in a month is ok. it takes to google long time to get all those links. i have links from one years ago that crawled only lately. so even if you over doing backlinks it`s still counted by google very slowly

It is possible to be fast...

Imagine a breaking news item/viral or a new film eg Transformers... 4.

Sometimes sites pick up links EXTREMELY quickly. But it is a case of how natural they are.

If they are for example 100% from forum profiles... you will not do well :)

There is no limit. However, your link building must appear natural if you do it in bursts. Google has filters in place to spot and evaluate spam attempts.

    for example:
massive reciprocal linking all with the same anchor text = bad
massive reciprocal linking with varied anchor text = okay

I don't believe there is any proof that Google "penalizes" for spam style link building. However, it certainly will take longer to get credit for any of the links if those IBLs fall into the spam category.
