Around 3, too many will dilute the importance of the keywords, but only 1 will lose some important keywords. You shall have about 3 important keywords for each page, and each page you can also have about 10-20 less important keywords there.

I just focus on one major one - then the others will fall in line if you at least mention them once and a while when updating your content.
IMO 1-3 will be enough as your major keywords target first those three and PoohBear was right that after that the other will come...create your title relevant to your site don't keyword spam it...
IMO Search Engines will prefer 3 pages each with 1 different keyword phrase instead of 1 page with 3 keyword phrases on it.
It all depends on how competitive the keyword is.. You can target some long tail keywords but majorly target just 1 main keyword Eg. <Title> Main Keyword | Some Text Keyword : some good stuff Keyword</titl> <h1> Main Keyword</h1> <h2> Some Text Keyword</h2> And so on..
3-4 keywords is probably the maximum you should utilize for a single page. The lesser the no. of keywords the better it is. I think you should initially utilize 2 of your most used keywords and once your site gets ranked highly then you can increase the keyword count gradually.

On the other hand if I see a meta tag with many keywords I would ignore it all together and attach no importance to it. Just remember one golden rule: Do something differently and you will get noticed. Do it differently to manipulate you will get penalized. Do it differently for sake of honesty you will succeed. So one keyword my dear only one. It will mean more work but good results. So what if you have to sweat a little.
This is true. But if you have weight on a page, and its optimized well for to get the most bang for your buck you should go after 3. For example you could have optimized for Blue Widgets. But then discover that Cheap Blue widgets draws lots of traffic. It would be silly IMO to go create another separate page for cheap blue widgets. Sometimes merely throwing the term in the title tag is all you need to instantly rank high for Cheap Blue Widgets.

I don't know Dave, I know a lot say there not very effective, but does it hurt to use them just in case? If it really does no good then how come all the top sites have them? If they are removed will you move up higher or?
Don't overlook the keyword boost of inbound links to your chosen page with anchor text of your choice in those inbound links. Using this strategy, I've been able to get two dozen keywords onto Google's first page. Only a few of those keywords are actually optimized on the page itself (4th sig link below), but they are the anchor text of the links to that page.
