    What is importance of free directory submission to get higher PR?

    Yes, directory submission is one method of building quality links...
    If you want you can submit to high PR directories and linkexchange with related sites... That will do the trick...

    But it depends on Google on what quality links in their overview....

    They have their own computation regarding PR....

    directory submission is very good way to increase your back links. Google want quality links to increase your site PR.

    Free directory submissions may take to a max PR 4. PR5 may be difficult to achieve with free directories.

    2-3 PR6 links from pages on differing IP's with very few out-bound links should do it :)

    I agree. You'll need a bunch of PR 6-7's to do the trick. That will take $$$ and some research time. Good luck!

    I would say keep writing articles, submit to directories, continue to develop unique content and try for more quality sites with PR that is higher than yours. PR 5, PR 6 and PR 7, this should do it.

    There is no specific figure that nyone can give you because its based on an algorithm that is subject to frequent changes and only known by Google insiders.

    Is it important the relevance of High PR website to my website?
    Since most of high PR site sell text links monthly, should i buy textlinks for long period to google index them or not?

    Yes relevance is important..especially in Google.

    You should not go directly for buying links.

    First make sure your site has sufficient content.
    Next start with free directory submissions and buy a few permanent links from directories.

    If your site is new and you start right away by buying high PR links, it may have negative impact on your SERPs.

    Once the site is properly indexed in Google and starts getting some minimal traffic, then go for link buying.

    nobody can give exact number for this. there are so many criterias for the page rank like outgoing link number on the pages that your link stays
