I know there is no definite answer, but approximately how many Hubs on Hubpages with backlinks to my website would be needed to get a PageRank of 3? 20 Hubs? 100? 500? Any ideas?
You can't really determine how many backlinks it takes to get a PR of 3 - it depends on the quality of those links, and how much weight those links carry in order to get a good PR. But, PR doesn't really matter these days - why don't you just focus on building links?
I'm afraid it's not an exact science. You should not worry too much about page rank, it is not the most important thing to you. Just build those links, get the traffic and make business. 50 good links could be better than 150 bad links after all, so it's not a simple answer you see.

I think this is a bit of a complicated question. Just the amount of links is not all that is significant but also the quality of your links. Also the amount of content you have on your site is another factor. Having 10 links from sites with 0 page rank is probably less valuable than having 1 from a site with a page rank of 4 or even less.
Also the amount of links prevalent on the pages that link to you in another factor. When a page that links to you has many other links on it, that diminishes the value of that link.
Another thing to consider is that having several links from many domains is better than having many links from the same domain. Go ahead and create a couple of hubs with links, but then you should move onto other sites to get links.
