Do I need to open 2 accounts at Blogger if I want to create 2 Blogs like football.blogger.com and baseball.blogger.com. Blogger Step 1 says: "Create a Google Account", does that mean I should create two of them? I tried to Google for answer but couldn't find it.

One is all you need. Look at your Blogger dashboard and you will see a link for "Create a Blog".

mizaks is correct in that you can create as many blogs as you want with only one Google Account.

However, if you think you might like to sell the blog later on (no, it isn't allowed, but some do anyway) then it is much easier if you plan ahead and make a new Google Account for each blog. The reason being is that you can not transfer blogs between accounts outright.

Is it legal to have more Google Accounts? Would Blogger shut down 1 of my blogs seeing I opened 2 with 2 Google Account under my one and the same personal name?

p.s. Now when someone types in Google 'how many blogger accounts is right', at #1 is link to this thread. Google indexes DP pages in less than 30mins, amazing!

You can have as many Google Accounts as you like.
As for legalities, whatever Google may think they do not make the law!

I would avoid making the blogs under your personal name - just make the accounts under some neutral name. Again, this makes it easier of you want to get rid of them later on.

Google allows us to have multiple Gmail accounts. Hence, I think we are allowed by Google to have multiple accounts for each of their services.

Even this is the case, if you are banned from Adsense in one account, there is no chance for you to get a second chance with another account unless you totally change your details during application.
