the answer is always 'It depends'. If it is something related to debt or forex its probably in the thousands if not ten's of thousands. If your asking this basic question its probably unlikely you'll be successful. Start small and work up.

It all depends on the competitiveness of your keyword. The more competitive the more backlinks needed for the top ranking.

since you want Top 3, analyze current Top 3 sites.
    then beat them

First analyze the competitor web site, check their BL's after you do that see what is the authority of the BL's your competitor is utilizing, yahoo explorer is a good tool to find the above info. and it depends on various other different factors such as quality and quantity of BL's.

Does backlink from a website (which does not include the keyword for which you want to rank high) hurts ?

    try allinanchor:KEYWORD

is a great start to determining how many of your competitors rank ahead of you and how many BL they have with for your chosen KW target.
then jump to any backlink checker service, preferably one that used anchor text,,

below is a list of other Google Search "tools" everyone can use, freely and reduce a fair amount of search time
allinanchor:, allintext:, allintitle:, allinurl:, cache:, define:, filetype:, id:, inanchor:, info:, intext:, intitle:, inurl:, phonebook:, related:, site:

once you have sussed out the competition, ie how many BL's they have. all you need to do is go forth and link your brains out.

Look at the number one in your niche. That might give you a good opinion. Use backlink checker tools and submit your competitor's URL. You could also try the link:domainname.com command in Google or Yahoo.
