Actually, It is somewhat dependent on each other. if the hompage is a PR5, and it links directly to an internal page, then often that internal page has a pr4 or a PR3. For example, the main forum page here at DP is a PR4 forums.digitalpoint.com The main forum page links directly to the FAQs page. The FAQs page is a PR3. forums.digitalpoint.com/faq.php This FAQs page has no other backlinks, other than from DP, and it still has a PR of 3. That is an example of how internal pages are somewhat dependant on the hompage. I hope this helps.

You're not getting it. It's not the quantity. It's the quality. Instead of spending all that time on commenting on 100 pr1 blogpost, you should spend your time commenting on 20 pr3 blogposts. There is no certain number of backlinks to achieve a certain PR. Just concentrate of getting backlinks on QUALITY, RELEVENT sites with good PR, and in a couple months, you'll see your PR go up.

As per my view that there is no thumbnail rule that if you want PR1 then you need this much back links, so you need to generate back link, if you back link has quality then it's gives good ranking for you website.

Check your backlinks. See if your backlinks have PR. Even though you have a lot of them, what is important is they should be at least PR1+ . As they say, it is not on the quantity, but the Quality.
