It depends on how many PR backlinks you have to your site. I suggest to get more high PR blog comment backlinks than other 0 or no PR backlinks. (profile links etc.) The more PR you have better chances of your site getting a good PR.
There isn't a set amount of backlinks you need/should have to get good/decent pagerank, you shouldn't even care about the PR of your website anyway, it's worthless.
Don't waste time in counting the number. Better to count them on their quality. The much you can make high page ranked quality backlinks, the better your site would be ranked.

There is no hard and fast rule for that. It depends upon quality of your back links and the amount of traffic coming on your site. there is no standard given for that.
