I have a new site that is almost fully constructed and have a list of about 10 directories with sub-categories with PR 2,3 and 4. Is it possible to say how many backlinks it would take from pages with PR of 2,3 and 4 to increase my PR to about 1,2 or even 3. Thanks

Need 100 links? No you don't, so long as you have good PR links in and good content, etc you would get a good PR, for example you could have one PR6 in Link and get a PR4, if you have good content.

It depends on quality of your site and quality of links to your site. If your site is low quality it will take alot of links and better quality will take less links. Same goes for sites linking to your site. If they are same topic or related and high quality the less you will need.
Interesting chart. I'll have to look into that. How would anyone know when the snapshot was taken (other than the people at Google)?
I agree with you 110%; link relevancy does play a huge part in Googles algorithms. It cannot be underestimated. You can only try and calulate when the last snapshot was after the PR update, not before.
Why do you care about what PR you will get? Do you think your visitors will leave your site if it is not high enough in PR, or do you think that PR will get you higher in SERPs?
I don't really trust those PR checker sites. I've tried several, one says I have a PR of 4, while another says I have a 1. The rest all over in the middle of that.. Well I suppose you could just make an average out of it all.
It's not the number of backlinks that determines PR, it is the PR of the page linking to you & its quality. Even one backlink can get you PR. For instance, I have had pages that have only one link to them from a PR6 page, and they get PR5...etc. And, all my new webdesign clients get at least one link to their newly-launched site from my portfolio page, which is PR5. That may be the only link they have to start with. That always gets them to PR4 - it's never failed. best, Denise

That's true, when I have links up on extremely high traffic and quality sites I do notice somewhat of a difference in my PR.
how does google know the sites r related, is it human edited, i dont think so. Does the bots have AI to deem a site related or not, i don think so. could anybody correct me if i m wrong? how does google know if the sites r related??
