    First of all if your keyword is on 10th position and not moving upward then there is very hard competition for above rank.you must do more submission then current to make your keyword on the top.Try to analyze the 9th rank site's submission and submit your site there.It will help you a lot.

    It's a careful blend of quality AND quantity. The question is too broad however, it also heavily depends upon the competitiveness of the chosen search term.

    Are you asking for optimized backlinks? Have them use an anchor text back link and not just a click here link. That helps with SEO.

    Rather than scattering random backlinks all over the net that really have no value, i'e on crappy little 1 page blogs etc. Spend a bit more time researching your sector and try to discover quality, authority websites for that particular sector. Just one link from a page with a rank of 5 holds a lot more weight with search engines than dozens of unranked pages combined.
