I don't think it matters in Google's eyes how many links you get. When sites go viral they can get thousands of links in one day, not only are they not penalized, they get bumped to the top of the SERPs
I never do exchange links , but 5 articles directories as every one has different time of approval so don't have to worry abput this, forums links normally 3 to 5 as they are hard to get , just take care in blog commenting, if you comment too much using your keywords that may have bad effect on SERP.
However many you can do. I tend to cluster link when I get aorund to it, but in a perfect world, it would be 20-30 per day.
Quality of links takes priority over number... stay out of bad neighbrhoods, and make sure your links are coming from relevant sites. Many search engines penalize for "link farms" or "exessive reciprocals", so do not get sucked into a service that offers you thousands of links for $$.

I've been trying to increase my backlinks. I just comment on blogs with a good PR and that is related to my niche and I use Ezine Articles. I am trying to find new ways but I am going after websites that have a PR above 4 to get good backlinks to my website.

the key is to keep it looking natural. That, of course, depends on the site you're promoting. A big viral success can add zillions of links a day and the search engines won't mind. A one page s*pm site on the other hand will get an instant ban if the number of links it attracts is unrealistic.
