I highly doubt that. If there is no SEO, than how come Google launched its own "SEO Guide". If there ain't any SEO, than how come people are regularly investing more in SEO to get high ranking in search engines? (search online Marketplaces and see available SEO projects/jobs) And finally, why would any site without any "On-Page SEO" can rank well in search engines?

One story short, SEO does exists and it all depends how people adopt it. Some people call SEO to only link building and very few people doesn't even know about SEO's existence.

if you comment to same blog 5 times, are these links counted as 5 backlinks?

I myself cant stop building/buying links...but the more i read and know the more i THINK its better to go all natural and slower, rather build a few BLs/week, especially if a site is new...and then maybe gradually increase.

As many posters have said, it's no specific number per day--it's the overall distribution of backlinks that one needs to be conscious of.

Yep, as long as the linking looks natural to Google it doesn't matter at what speed you get the links, if Google penalised for this it would be putting itself out of business in my opinion.

Let me give an example, a new website is launched which is a new and innovative idea (e.g chatroulette) but has very little SEO work done on it. The site then goes viral and people on facebook, twitter, youtube, forums etc. are all talking about and linking to it. Do you think the site should be penalised by Google? The linking is all 100% natural, so if Google penalised the site would that really be the best thing for its users/searchers? Of course not.

I think the only time penalties will be put in place is when there is obviously some un-natural linking going on e.g. a website gets thousands of links which are all from blog comments.

The google algortihm that checks backlinks will take into consideration the size of the site, it's age, and it's previous habits. So, if your site is big, then you can get more links per day without the site looking spammy. If the site is brand new then 150 links per day will look spammy, but if it's over a year old then that will look less suspicious. Also, if you have been building 100 links/day on a 1 year old site for two month, then your pattern changes dramatically, your site may be flagged.
