If you're interested just in PR then the number doesn't matter as much as the quality of the links. Nofollow links won't pass any PR, so you want to look for links that don't have that attribute. The higher the PR of the page containing your backlink the better, and it should also have a low number of outbound links. Anyway, you shouldn't worry too much about PR but rather about your ranking in the search engines. I guess that's what you're really after? At least in my opinion, it is a lot more important than showing off with a high PR. And zeekstern is right of course
Careful though if you only have dofollow links it will look dodgy to Google. Natural linking includes both dofollow and no follow links. Hope it helps,

Depends on your ranked keyword. The less competitive keyword you target the less backlink you need, the more competitive the more need, as simple.

@Imdadc and HepCom, OP was asking for improving his PR specifically and not about SEO rankings. For SEO you would want to worry about competition etc., but for PR it isn't as important.
backlinkexcellence and linksalers786 were right...OP is asking for PR and not SEO rankings. You need a really high quality and high PR backlink to your site if you want to boost your PR. Follow what linksalers786 said and make sure of its quality.
PR is all about links only if you get a link from a high PR site then your PR would go up too for a site with no links at all is possible to get a PR 3 if you have many inner pages pointing linking to your homepage.
It's depends upon your keywords. What type your keywords and what is their global search. After that can decide that how much links needed for their promotion.
You can build quality backlinks as much as possible.It will help you to increse the page rank of your website.
