    Page Rank usually only update every 3 months time.
    Numbers of backlinks is not what influence toward SEO but is quality and unique of backlinks that toward your SEO .
    And do make sure all backlinks that you create is dofollow. You need keep on do it time to time only can see the result.
    Some tips for you , update your site more fresh and unique content.

    Its matter with high quality links. If your site have lots of backlinks but from low pr sites then the chances of getting good page rank for your site is very tough.
