There are no any fixed numbers of back link standards that defined search results but I think if number of relevant link creating continuously than at fixed times 3to 4 month you get better visibility.

Page rank depends on the relevant and high PR backlinks but remember that the PR is updated in every 2,3 month by google.

I think it's more about the quality and not the quantity. It was quantity and traffic.

It doesn't really matter how many links you got, what really matters to Google is the quality of these links and either they come from relevant sources or not. And of course if the PR of referring sites is higher than those of yours, the link will eventually pass some of the referring site's PR.
As many have said in this thread, Google PR is not that frequently updated, only 3-4 times a year, so all your quality backlinks should be considered before the next PR update.
Just keep on with what you're doing, forum posting, sharing your content on social platforms are essential for off-page. Guest blogging sounds like a good idea as well..

Hi, I just saw your post here and would like to add a few more helpful facts. First of all, the timing of your post is ripe because of recent Google online marketing operational updates.

They have STRONGLY targeted new pages and sites and push even harder to keep lower quality workmanship down to a minimal level. They do their jobs so efficiently now, that sometimes even "good" site owners and pages get mistaken for spammers or attempted manipulators of the Google system.

However, here is the bottom line...

Google now basically demands that you accomplish or satisfy about 7 or more completely different parameters, at the same time. Aside from the new 60/30/10 back-link anchor text format percentage... they have also added "web page appearance," "trust factor," and "citation flow" to their mix of desired website efficiency parameters.

So, don't get too caught up just on the "back-link" numbers themselves. Carefully take the time to read over the new Google guidelines (even the EMD ones), and assure that you cover each one of their "new" bases in decent fashion.

Hope this helps. Also, I am writing an e-book that explains what it REALLY takes to be on page one in year 2013.

Let me know if you would like a copy when it's done, okay?

Don't go for back-link count just take links from good relevant sites with good PR and wait for 4, 5 month you will get good result.
