It dont depend on the number of backlinks...Some times it the domain age..my friends domain is 3 years old..it has zero back links and its PR is 3. So if you need to increase the PR of you website you need to exchange links with your competitors. Relevant and high-quality backlinks can boost the PR within a short time.

I think its difficult to tell that how many back-links you need but its depend upon quality of links.
I say, maybe at least 10 PR5 backlinks. I suggest building relationships with webmasters who are relevant to your niche.
Google for a site in your niche thats the PR you want, then try and get the same backlinks (or near as possible) to that website.
There is no valid answer to that question; it all depends on several factors: niche, competition, quality of back links. From my own experience, it's easier to get a page rank on domains with little outgoing links and where the market is still small. IMO Blogs are also easier to get a page rank for that plain sites.
