How many adwords accounts are allowed per person

I am thinking about opening another adwords account to--
1. apply a $50 voucher
2. to get my ads more chance to show... I am not sure about this though, are they using round-robin for all users? if so, then I can get more exposure if i use more than 1 account for the same ads...

I do have multiple credit cards... I just wonder if google would ban me...

But he don't intent to manage multiple account as a SEO but to promote his own site.

He is attempting to violate the Doubling serving TOS, so Google will ban he for it as they usually do.

well... i guess people misunderstood my question: I have many ads groups with different destination pages on my site. is this ok with google for creating multiple accounts to promote different destination pages?

is google adwords treating fairly to each account, or each ads group or each destination page?
