Yes, if you read the TOS it is all in there. To summarise: Up to 3 Adunits 1 Adlink 2 Search Boxes But you'd be better reading the terms yourself than relying on what anybody says here.
do as u widh,also do whatever people will like.it will automatically fall in the TOS.you dont want ads more tahn content in a page.so place ads cleverly in a page

ads are different than ad units. An ad unit can have 1, 2, 3, 4 or 5 ads showing for different publishers. When you say sites having nearly 10 adsense ads on pages, do you mean ads or ad units?
Downloadsquad is part of Weblogs, Inc. Who I'd guess are going to be premium publishers who have different rules.
