I am not sure I quite understand your question. I mean, you can build as many sites as you'd like at the same time as long as you have the money and TIME to optimize and market each one individually.

There really is NO specific time as to when a site is considered mature. Sure, some people say Google undermines newer sites, but I have seen new sites/blogs get indexed and ranked almost instantly due to the quality of their content and their optimization.

    He was joking.

I think it depends on your goals. What's your plan for the website?

If you can manage many websites together, you can have unlimited websites at the same time. It only depends on you and your time.

If you are talking about the SEO Maturity of any site then it comes within 3-6 Months in this duration mostly websites get firmed and enough mature to receive better indexing and improved search ranking if genuine content and proper link building process continues

This is what I consider a young and old site:

Anything under 1 year old - young site
1 - 3 years old - what you might call a "teenager" site, not young, but not mature.
3 - 5 years old - somewhat mature site, it deserves some respect.
    5 - 10 years old - this is a mature site.
10+ years old - an old site.

Keep in mind that the internet is still young. It was not until the release of windows 95, with its built in dial up networking that the internet started to take off. The problem is, a lot of sites that opened before 1999 are no longer around. This makes the "old" site group kinda limited.

With so many new sites opening daily, the bar needs to be raised on what you define a "mature" site as.

In a nut shell, its my opinion that a site needs to be at the very least 3 years old before its considered a "mature" site. With 5 years being more realistic.

Yeah depend on the traffic and other factors like page rank, index, and etc. You can't really stop working on it.. I'd say about 3 - 4 months for the website to get some feedback and such
