It may depend on VampHost. If they are slow, they may take a couple of days to get your name servers changed. Shouldn't be down during that time, though, as long as you have your new hosting setup with all your files copied over.

Sorry but how do you blame the hosting company about DNS propagation process when it's all about the ISP ? To thread OP. I'm not sure what do you mean by "the process of switching to a different host" If you mean site data transfer. then it depends on how big is your data (disk space usage) and speed of the connection on both the old/new server If you mean DNS propagation/site IP change - it takes anything from few minutes up to 2 days depending on how old is the DNS cache your ISP is serving. To make sure if it's problem at your end or at the server, try seeing the site through a proxy and see if you can see it online usually you will get the most recent view of the site through a proxy and avoid DNS cashing issues. Trying different proxies is recommended as well
Prior to any host change , do be sure to set your DNS TTL for you domain to 300 seconds (or 5 minutes) to insure a speedy change. The default TTL is 86,400 seconds or 8 ours.. Expect 24/48 hours for full propagation, though often, much sooner, especially if you remember to set the TTL to 300 at least 1 week prior.
