How long to reboot a server?

I've rebooted servers before, and they've always been back up in what seems like a couple of minutes.

Now the virtual server where my primary sites are hosted is down. Half an hour ago, the folks at Tera-Byte (where it is hosted) said my server reboot was just finishing -- but it's still down. Is there any set of circumstance that could cause a reboot to take such a long time?

Longer than half an hour? Uhm, no.

Usually servers, when they are domain controllers, can take a while shutting down and booting up, but it should not take longer than 20 minutes tops.

It's usually less than 5 minutes. Might be doing a file system check and then found some problems.
