I would keep my title tag at about 45 to 50 characters including spaces. Your description should be no longer 220 characters. File name lenght do not matter although I would use only three word phrases at the most. Hope that helps.
your url should be 10-20 characters in length, after the domain. 50-60 characters in title 100-150 for keywords 150-200 for descreption. try not to have any special symbols in title. absolutely nothing other than letters in descreption and keywords. use this symbol to seperate different phrase in the title "|"
