It depends on few things: your country, your website contents, they also check whether you had applied before and got rejected for a reason or not.

I remember it taking me 1 month 2 years back. It's pretty much normal now.

Make sure you have good site contents and design, ...
Do they ask to view your site and verify your site? I don't remember.

 

you need to learn how to write without caps. anyway why dont try to send them an email to ask what's going on?

 

I suggest you wait. Some people approve after a month or so

 

It only took me less than 24 hours.
1,Check your email junk box;
1,If still not there,wait for another 24 hours;
2,If that is still do not come out,apply again after you can sure that all your content is unique.

3 weeks is a long wait.. mail them directly and inquire the status of your application.

Depends a lot... i know people you took 2weeks, for me it was 1week... it depends. Don´t worry in 2week times will have your adsense account.
In that time build content and promote your site
