how long does it take advertisers to "manually" approve a partnership request?

also, i only have the frame of my site built since i dont have any approved products yet so what do they look for since i dont really have anything on my site?

    thanks.

it can take 1 day to 1 year if you really want a relationship with a advertiser and it has been more than one week find out their info and shoot them off a email. If they don't respond in a timely manner look for another

Add some content on to your site this will help you to increase your approval chances from advertiser. It is always advisable to make site on vast niche specially for cj, because advertisers do consider this thing.
So add some quality content on your web site and hope for the best. :)

Yes the declined page, they can decline for many reason... If you are in a new status, they can decline, if they have the quota for affiliates they can decline, best to contact them directly.

Well in that case as joydq said contact the advertiser directly and ask them the reason to decline your application and then try to work on those loopholes and then resubmit your application. Lets see if it works for you.
    Hope for the best:)
