the rating is coming from backlink m8. I got a site (directory) which has come to PR5 in just a matter of one update, why? coz i have many back links. So in your case, all you need is more backlinks. And how u get one?
best way and no $$ involve is to exchange links with others.

I would suggest purchase 5 backlinks from pr5 + sites and wait. You will have a good pr soon

Depends on the quantity of backlinks built in your site. Try to build more links so that your site would obtain PR

Instead of focusing on PR of the site linking to you, you should also look at the placement of the links. For example, links within text contents are much more valuable than links surrounded by other links.

If a site has low number of backlinks, it may be difficult to obtain quick PR.
