    I think a lot to do to achieve that change, some of which is to establish the maximum SEO, an opinion may help a little :)

    Why are you worried about PR ? It was the biggest PRANK played by Google and Google will surely remove this PR mechanism from Google search algorithm. Google relies on trust rank and does not bother about your PR at all. Focus on promotion, and dont get too absorbed in PR.

    Since some might consider PR as not as usual content, I'd like to notice that it has to be worked out as your simple blog posts. Concnetrate on SEO first so that people can find your posts more easy. When this is done and you start receiving visitors to your press room - your PR value will increase as well. The level of its value mostly depends on how good you will be in SEO first.

    Toolbar PR hasn't been updated in a long time. That in itself should tell you it's a meaningless metric.

    PR is dead and has not been updated since December 2013. So, Don't bother yourself with PR.

    As Iwebsocial said PR is dead and has not been updated so Don't mind about PR. If your website is pretty new. You'd better focus on contributing you website content.

    To answer your question... Google has probably already assigned a "PR" to your website, you just can't see it. They stopped publically sharing this metric some years back; as some of the others have already mentioned here in the thread. With that said, don't let people confuse you when they say that "PR" isn't important... because it still can be for a number of ways, but it's not something that you have to give too much attention because the public PR is either not displayed at all or years old.

    If you want yours to "improve"...

    1) put up useful content or products on your website
    2) get involved on social media platforms like FB, Twitter, LinkedIn, etc and occasionally link to your content/product; without spamming people
    3) find the websites linking to your time competitors that consistently rank on page 1 of the search engines, and find out what it would take for you to get those links
    4) watch your traffic and revenue increase.
    5) do steps 1-4 over and over again until you're having the type of success you're looking for

    Trust me... at that point you won't even pay attention to the pagerank Google assigns your website or any site... because you'll understand that it doesn't impact what you're trying to accomplish online. Nomvo!
